After 20 minutes work and remarkably little swearing, the garage have removed the old locking wheel nuts and fitted new ones which actually have a key. It’s safe for me to have a puncture or wear a tyre out now.

So what you’re saying is.. it only takes 20mins to steal wheels even if they have locks on?

A lot less than 20 minutes if you aren’t being careful. All you do with this type is hammer a suitably sized socket onto the locking wheel nut, then remove it as normal.
They took a bit longer as they reused the same socket, and it takes a minute or two to knock the locking wheel nut out again.
